The European Commission isn’t strictly ruling it out either.
So much for Donald Trump’s 51st state, Canada seems to be eyeing EU membership instead, with 46% of Canadians in favour according to a new poll.
While the US president repeatedly muses about making Canada the US’ 51st state, Canadians are looking across the pond for new alliances.
A new Abacus Data poll shows that almost every other Canadian would support joining the EU, with 29% against and 25% undecided.
That’s far more enthusiasm than Trump’s secession plans for Canada, which only 10% of Canadians support.
This poll was conducted before Trump made good on his plans to impose tariffs on the northern neighbour, which could push support for joining the US even lower.
Support for EU membership among Canadians is even slightly higher than in the UK. A January poll showed 45% of Brits in favour of rejoining the EU – a gap that’s within the margin of error.
When asked by Euractiv about Canada’s eligibility for EU membership, Commission spokesperson Paula Pinho said: “We are honoured with the results of such a poll.”
“It shows the attractiveness of the EU. It shows the appreciation of a very large share of Canadian citizens for the EU – for its values.”
Pinho did not directly rule out Canada’s European prospects, but stressed that there are “criteria foreseen in the treaties, indeed, which foresee what is necessary for an application, for an accession to take place.”
So, what do the treaties say?
The treaties on which the EU lays its constitutional basis state that a European State that respects European values can apply to become a member of the bloc.
But they don’t specify what constitutes a European state, leaving it up to the Commission and current member states to draw the line.
In the past, countries from outside continental Europe were allowed to apply and even join the Union.
For example, Turkey, which has the bulk of its territory in West Asia, was given candidacy status, a key step towards membership, in 1999 – though talks have since stalled.
Cyprus, which is fully located in West Asia, joined alongside former East bloc countries in 2004.
But geography has its limits. Morocco’s 1987 application was rejected on the grounds that it’s not a European country.

Brussels reacted warmly to the results of a poll showing interest among Canadians in joining the European Union — before clarifying that the idea is a nonstarter.
The survey, conducted by Abacus Data in late February, found that 44 percent of Canadian respondents believe their country should join the EU, while only 34 percent oppose the idea. A broader question on general support for joining the bloc drew 46 percent approval.
Those sentiments drew bemused appreciation from Brussels.
“We are honored with the results of such a poll. It shows the attractiveness of the European Union, and it shows the appreciation of a very large share of Canadian citizens for the EU and its values,” said Paula Pinho, spokesperson for European Commission President Ursula von der Leyen, at the Commission’s Wednesday briefing, before adding that she “will not go into” a possible EU application from Ottawa.
Later, in response to a journalist’s question, Pinho confirmed that Article 49 of the Treaty on the European Union states that only European states can apply for EU membership.
Still, the poll underscores warming sentiment in Canada toward the EU: Some 68 percent of poll respondents said they hold a positive view of the bloc — double the 34 percent who said the same about the United States.
While Canadians overwhelmingly recognize Washington as their country’s most crucial international partner, the poll signals a shifting tide: More respondents saw the EU overtaking the U.S. as Canada’s primary global ally in the next three to five years.
Since U.S. President Donald Trump returned to power in Washington earlier this year, he has repeatedly talked about making Canada the 51st U.S. state, while triggering a trade war by slapping tariffs on some goods coming across the northern border.
Ottawa is also intent on deepening coordination with Brussels, especially on trade. As Canada’s Foreign Minister Mélanie Joly hosted G7 leaders in Charlevoix on Wednesday, she signaled that aligning with Europe on U.S. retaliatory tariffs will be a top priority.
“In every meeting, I will raise the issue of tariffs, to coordinate our response with the Europeans and to put pressure on the Americans,” Joly said.

‘Nobody Is Safe’: Canada Sends World a Warning Against Trump
The country’s minister of foreign affairs shared a blunt message ahead of a G7 meeting with Secretary of State Marco Rubio this week.

Canada’s Minister of Foreign Affairs Mélanie Joly had one stark warning to share Wednesday: “If the U.S. can do this to us, their closest friend, then nobody is safe.”
During a press conference addressing President Donald Trump’s recent tariff retaliation against the country, Joly reiterated that Canada is “holding strong” and described the president’s actions as a “day-to-day fight.”
“We have done nothing to justify Trump’s attacks on our country, on our economy and our identity,” Joly said. “Canada is your best friend, best neighbor, and best ally.”
“The only constant in this unjustifiable trade war seems to be President Trump’s talks of annexing our country through economic coercion,” she continued. “He called our border a fictional line and repeated his disrespectful 51st state rhetoric. Well, Canadians have made it very clear that we will not back down, and we will not give in to this coercion.”

The foreign affairs minister went on to reflect on the long-established history and relationship between America and Canada, which she described as “the envy of the world,” and called for the American public to contact their elected representatives to send “a message to the White House” and put an end to the tariff sparring match.
Joly is slated to meet Secretary of State Marco Rubio this week at a G7 meeting in Quebec. When asked by reporters Wednesday if U.S.-Canada relations would be on the meeting’s agenda, Rubio replied, “We’re going to be focused in G7 on all of those things. That’s what the meeting is about.”

“It is not a meeting about how we’re going to take over Canada,” he continued.
The president imposed a 25 percent tariff on steel and aluminum imports from Canada this week, and so far seems to be going full speed ahead toward his reciprocal tariff deadline on April 2 which will see a 25 percent tariff on another handful of goods from the country.
He also has regularly touted his aspirations toward making Canada the 51st state. In a Truth Social post Tuesday, Trump wrote: “The only thing that makes sense is for Canada to become our cherished Fifty First State. This would make all Tariffs, and everything else, totally disappear.”
“The artificial line of separation drawn many years ago will finally disappear, and we will have the safest and most beautiful Nation anywhere in the World,” the president continued. “Your brilliant anthem, ‘O Canada,’ will continue to play, but now representing a GREAT and POWERFUL STATE within the greatest Nation that the World has ever seen!”
