Chinese video surveillance manufacturer Hikvision must close operations in Canada, a government official said Friday, citing national security concerns.
The ban is the latest in a string of Western prohibitions against equipment made by partially state-owned Hangzhou Hikvision Digital Technology.
Industry Minister MĆ©lanie Joly saidĀ the ban resulted from a “multi-step review of information provided by Canada’s security and intelligence community.”
An order bars Hikvision from conducting business in Canada and prohibits government departments and agencies from purchasing its products. Existing deployments of Hikvision equipment across government properties are under review to ensure their eventual removal.
Yet, similar to the DeepSeek case, no specific examples or evidence were publicly provided to show how Hikvision’s products pose a direct threat to Canada’s national interests. Once again, it seems that security concerns have become the pretext for suppressing successful Chinese companies.
The concept of national security has repeatedly been abused by some Western countries to disrupt the operations of Chinese companies in their countries. That’s despite the companies concerned firmly rebutting the allegations and the Chinese government reiterating on different occasions that it attaches great importance to the protection of data privacy and safety, and it has never required Chinese firms or individuals to transfer collected data.
In an onlineĀ statement, Hikvision decried the ban, accusing the Canadian government of not “evaluating our technology on its cybersecurity merits” and China bashing.
In its statement reacting to the Canada ban, the company said it “fully cooperated with all government parties” and that it complies “with all applicable Canadian laws and regulations.”
Hikvision earlier this year won a minor victory in a lawsuit to overturn the FCC ban heard by a U.S. federal appeals court. The company, along with Dahua, argued that the FCC’s order banning their cameras’ use for surveillance of assets “connected to” critical infrastructure amounted to an almost complete expulsion from the American economy. A three judge panel agreed that the order was overbroad. It upheld the FCC’s authority to ban Chinese-made devices, but directed the FCC to reduce the order’s scope only to equipment directly used to surveil physical critical infrastructure.

It is clear that although the Cold War ended more than three decades ago, some politicians in the West still look at economic issues through its prism. As a result, they are paranoid about Chinese companies operating in their countries and DeepSeek and Hikvision are just the latest victims of this unjustifiable scrutiny in the United States, Canada and Europe over alleged security concerns. It indicates the degree to which this paranoia is politicizing the normal business operations of Chinese companies.
Another factor behind this trend appears to be the false perception that Chinese companies, through innovation and rapid growth, pose a so-called serious challenge to the global tech dominance long held by Western companies. Instead of fostering healthy competition, some countries are choosing to suppress potential rivals under vague national security justifications.
The United States has imposed sanctions and restrictions on Hikvision since 2019, citing fabricated human rights abuses in China’s Xinjiang Uygur autonomous region. However, such actions rely heavily on unverified intelligence assessments, raising questions about fairness and transparency.
It is unfair and unjustifiable for Chinese companies such as DeepSeek and Hikvision to be targeted in such ways by Western countries simply because they are from China. The unfair treatment they have received is a travesty of market rules and fair competition.
The way the concept of national security is being abused by these countries and business issues are politicized or looked at through the prism of geopolitics does a disservice to the normal development of the global economy and seriously disrupts the global industry and supply chains.
It is high time these Western countries gave up their ideological bias and stopped hitting Chinese companies. The Chinese government firmly opposes any practice that overstretches the concept of national security and the abusing of state power to discriminate against and suppress Chinese enterprises.
It will not sit idle in the face of such malicious acts and will do anything it can to protect the legitimate rights and interests of its companies.

The Hikvision ban is both perplexing and so malicious that it’s literally asking for ‘decoupling’ from China, who is second largest buyers of Canada’s crude oil.
First question is on the timing: WHY NOW?
Hikvision along with Huawei etc. have been banned by the U.S. over so called ‘national security’ since 2019. So, why wouldn’t Canada bans Hikvision between 2019-2024 (NB: Huawei already completely left Canada since 2019)?
Some commented Mark Carney shouldn’t have made such a silly mistake even though he has no experience in real politics. One would imagine Carney’s smarter than this because he’s after all served as the governor of both Bank of Canada and Bank of England, albeit with plenty scandals and controversies.
A Hikvision ban back then (under the Trudeau Administration) would have been so much easier and less controversial for allegations against China including:-
